What is the Community Enrichment Fund (CEF)?

Established in 1996 in an effort to coordinate fundraising for the betterment of the LGBT (lesbian, gay, bisexual, transgender) community in central, eastern and northeastern Wisconsin, Rainbow Over Wisconsin, Inc. (ROW) has, as of 2015, donated more than $160,000 in grants to over thirty LGBT-supportive agencies and programs throughout the state of Wisconsin through its Community Enrichment Fund.

ROW will make grants available for work on specific projects developed by groups that will enhance the quality of life for LGBT community members.  Some examples of anticipated and/or appropriate CEF projects are: educational seminars and similar programs on LGBT issues, ongoing programs that provide outreach to reduce health risks, programs to provide emergency services such as housing, food or other financial assistance to community members, and many more.

If I represent a program and I want to apply for funds, where should I start?

Rainbow Over Wisconsin has a streamlined process where eligible programs and groups can apply for funds which promote the stability and wellbeing of the LGBT community in central, eastern and northeastern Wisconsin.  The foundation has developed two helpful documents - the Community Enrichment Fund Prospectus and the Grant Application - which are documents which describe the steps that groups need to follow when asking for funds. Click on the links below to download the appropriate documents.  Please contact Rainbow Over Wisconsin directly at with any questions when filling out the appropriate grant request forms.  Please note that foundation meetings are held once a month and depending on when the grant is received, notification of approval of funds may take up to two months.  Grant applications should be submitted to the address at the top of the page.
